Dubai travellers will soon be able to skip long airport queues thanks to a new City Terminal Project, approved under the Dubai 10X Initiative. The project allows passengers to complete airport check-in procedures at designated locations across the city before heading directly to the airport.
The initiative was approved by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Board of Trustees of the Dubai Future Foundation. It forms part of Dubai’s strategy to place the city ten years ahead of others by adopting future-focused government services.

City Terminal Project: Check In Before You Reach the Airport
The City Terminal Project is designed to enhance travel efficiency and improve the passenger experience. Travellers will be able to check in at selected city locations and then be transported directly to airport departure halls using secure vehicles.
By shifting key procedures away from airport terminals, the project aims to reduce congestion, streamline travel operations, and save passengers valuable time.
The project is being developed in collaboration with multiple government and aviation partners, including the Dubai Civil Aviation Authority, Dubai Police, Emirates, Dubai Airports, GDRFA Dubai, and e& Group.
Part of Three Major Future-Focused Projects
The City Terminal Project is one of three initiatives approved during the third phase of the Dubai 10X Initiative. The other two projects include:

20 Minute City, led by the Roads and Transport Authority (RTA), which aims to ensure residents can access 80% of essential services within 20 minutes using walking, cycling, or sustainable transport. The pilot phase has already begun in Al Barsha 2.

Disease Early Detection System, led by the Dubai Health Authority (DHA), which focuses on proactive and predictive healthcare. The pilot phase targets diabetes, a condition that currently costs Dubai an estimated Dh2.78 billion annually.
Innovation at the Core of Government Services
The three projects were selected from 79 proposals submitted by more than 120 employees representing 33 government entities. Proposals were evaluated based on impact, implementation timelines, cross-government collaboration, and quality-of-life benefits for residents.
Sheikh Hamdan said the Dubai 10X Initiative has driven major advances in government performance by embedding innovation, collaboration, and bold thinking across public institutions.
He added that Dubai will continue to empower government entities to develop high-impact projects that redefine excellence in public service, reinforcing the city’s position as one of the world’s most future-ready governments.
