His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, has approved a set of landmark policies designed to raise quality of life across the emirate. The Dubai Executive Council 2025 decisions, announced at a meeting held at Emirates Towers, target key areas including healthcare, Emirati student advancement, family welfare, and smart buildings — all framed within the Dubai Social Agenda 33 and Dubai Economic Agenda D33.
The meeting was attended by Sheikh Maktoum bin Mohammed and Sheikh Ahmed bin Mohammed, among other senior officials.

Expanded Healthcare Network by 2033
Under a comprehensive plan led by the Dubai Health Authority, Dubai will establish three new hospitals, 33 primary healthcare centres, and multiple specialised centres of excellence by 2033. New facilities will serve developing areas including Al Yalayis, Al Awir, Hind City, Nad Al Sheba, Al Lisaili, and Lehbab — neighbourhoods that have historically had limited access to primary care.
The initiative is structured around public-private partnerships, with incentive packages designed to attract both local and international healthcare investment. It also includes expanded mental health and rehabilitative services, alongside scholarships and talent-attraction programmes for Emirati physicians. The overarching target is for Dubai to rank among the top ten cities globally for healthy life expectancy.
Empowering Emirati Students in Private Education
A new education policy from the Knowledge and Human Development Authority (KHDA) will ensure that 100% of Emirati students in private schools are enrolled in institutions rated 'Good' or above by the KHDA inspection framework. The policy sets a parental satisfaction target exceeding 90% and introduces flexible, customised education models aligned with the Dubai Education Strategy 2033.
Supporting measures include expanded programmes for Emirati teachers, enhanced curriculum standards, and the broadening of the Dubai Distinguished Students Programme — all aimed at preparing Emirati graduates for university or leadership roles.
Unified Family Care Services
The Community Development Authority will oversee the new Unified Centre for Family Care, which will operate two branches — one in Deira and one in Bur Dubai. The centre will deliver integrated services including child protection, custody management, family counselling, and social guidance, supported by digital tools to improve access and case management efficiency.
Dubai Smart Buildings Policy
The Executive Council also approved a Dubai Smart Buildings Policy, advancing the emirate's push toward intelligent, technology-integrated urban infrastructure as part of the D33 economic agenda's smart-city goals.
All policies announced at the meeting reflect Dubai's commitment to placing residents' wellbeing at the centre of long-term urban planning, reinforcing the emirate's position as a global benchmark for liveable, future-ready cities.
