Some exceptions to this rule making are possible only when alarms are required to avoid threats of imminent harm. Additional measures to help decrease the number of pedestrian casualties include laws against crossing roads with speed limits higher than 80 km/h, and crossing such roads already carries a criminal offense. The following are the rules governing the pedestrians to curtail on road accidents particularly on the areas deemed to have high speeds.

The changed laws also apply to hazardous materials whose carriage now needs a special permit.
