UAE Cybersecurity Council Issues Warning Over Deepfake Threats Amid Rise in AI-Generated Content

The UAE Cybersecurity Council has issued a strong warning to the public regarding the growing threat of deepfake videos and AI-generated content that can convincingly mimic real individuals. The advisory comes as part of the UAE’s continued efforts to safeguard digital integrity and combat misinformation across social media and online platforms.

Deepfakes: The New Face of Digital Deception

Deepfake technology uses advanced artificial intelligence to create hyper-realistic videos, images, and audio clips that replicate a person’s appearance or voice. Initially developed for creative and research purposes, deepfakes are now being exploited to spread false information, damage reputations, or commit fraud — posing new cybersecurity and ethical challenges worldwide.

The UAE Cybersecurity Council noted that the latest generation of AI tools has made it easier and faster than ever to fabricate convincing media. “Deepfake technology is evolving rapidly, allowing the replication of voices and appearances with alarming precision,” the Council said in its statement. “Such content can be used maliciously to mislead audiences, manipulate opinions, or harm individuals and institutions.”

Council’s Advisory to the Public

In its warning, the Council urged members of the public to act responsibly when consuming or sharing digital content. Users are advised to verify the authenticity of any media — especially those attributed to public figures, officials, or national institutions — through reliable and official sources before sharing it further.

The Council emphasized that individuals play a vital role in preventing the spread of false or misleading material online. “Every person is part of the UAE’s digital front line,” the statement added. “Raising awareness about the risks of deepfake technology forms the first line of defence against misinformation.”

Legal Framework: Strong Penalties for Digital Offenders

The UAE has some of the region’s most robust cybercrime laws. The Council reminded residents that creating, modifying, or sharing deepfake content that deceives the public or harms others is a punishable offence under Federal Decree-Law No. (34) of 2021 on Countering Rumours and Cybercrimes.

Violations may result in severe penalties, including imprisonment and substantial fines, depending on the nature and intent of the content. These regulations aim to protect the community from digital manipulation, safeguard national security, and maintain the UAE’s reputation as a secure digital hub.

Protecting National Identity and Trust Online

The Council further stressed that deepfake misuse not only endangers personal reputations but can also undermine national trust, public order, and social stability. Manipulated media targeting government institutions, leaders, or public figures can erode confidence and spread misinformation at scale.

“Preserving the integrity of our national symbols and institutions is a shared responsibility,” the Council said. “We encourage all digital users, media professionals, and influencers to ensure their content aligns with truth and verified information.”

Combating Deepfakes: Awareness and AI Solutions

Experts note that while deepfakes are difficult to detect, growing investments in AI-powered detection systems are helping authorities identify fraudulent or altered media more effectively. The UAE Cybersecurity Council continues to collaborate with government entities, tech companies, and media organizations to strengthen monitoring systems and public awareness campaigns.

In line with the UAE’s broader National Cybersecurity Strategy, initiatives are being developed to educate the public on identifying digital threats, ensuring that the country remains resilient in the face of rapidly advancing technologies.

A Call for Digital Vigilance

The Council’s warning comes as part of a broader regional and global effort to regulate AI and prevent misuse of generative technologies. The public is urged to remain vigilant, report suspicious content, and prioritize credible information sources over viral or sensational material.

In closing, the UAE Cybersecurity Council reiterated: “Artificial intelligence is a tool for progress — but when misused, it can threaten security and trust. Awareness, responsibility, and verification are the best defences against digital deception.”
