Dubai's AI data centres are set to become one of the emirate's most significant economic engines. In line with the D33 economic plan, Digital Dubai has launched its Strategic Vision for the Data Centre Economy — a framework designed to attract AI-powered investment and drive digitalisation across the emirate's key sectors.
Economic Impact: AED 14.3 Billion in New Value by 2028
The strategic vision is projected to generate more than AED 14.3 billion (USD 3.89 billion) in added economic value by 2028. This growth is expected to create substantial job opportunities within the digital economy, particularly in the data centre segment — reinforcing Dubai's standing as a leading destination for technology infrastructure investment.
Digital Dubai highlights AI and machine learning as the primary catalysts for attracting international data centre partners, framing the emirate as an ideal hub for global operators looking to establish a presence in the region.
Technological Readiness for the Next Digital Era
The vision is designed to future-proof Dubai's technology infrastructure. By developing AI data centres capable of supporting next-generation workloads, the emirate will be better positioned to advance Web 3.0 platforms, Metaverse applications, Smart City services, and IoT ecosystems — while building sustainable AI collaboration frameworks across public and private sectors.
Stakeholder Coordination Across Government
Delivering this vision requires coordinated effort across multiple government bodies. The Telecommunications and Digital Government Regulatory Authority, Dubai Electricity and Water Authority (DEWA), Dubai Municipality, the General Secretariat of the Executive Council, and the Department of Economy and Tourism are all working alongside Digital Dubai to shape the emirate's digital future.
This integrated approach ensures that infrastructure investment, regulatory frameworks, and economic planning are aligned — removing bottlenecks and accelerating the pace of data centre development.
Key Initiatives Driving the Vision
The strategic roadmap centres on several priority areas:
- Building out High Performance Computing (HPC) capacity to support AI workloads - Expanding data centre infrastructure to meet surging regional demand - Integrating renewable energy systems to improve sustainability - Streamlining government processes and energy coordination functions - Enhancing interconnectivity among data centre market stakeholders
Cloud Services and the Road Ahead
Looking forward, the vision places significant emphasis on rolling out cloud computing services across government organisations. Greater interconnection between public and private data centre stakeholders is expected to cement Dubai's position as the region's foremost hub for digitalisation — attracting further investment and talent as the D33 agenda advances toward its 2033 target of doubling the emirate's economy.
