Dubai has been ranked the world's top city for attracting global talent, according to the Kearney 2024 Global Cities Report. The emirate shares this leading position with Abu Dhabi — a double first that reflects the UAE's sustained drive to become a magnet for skilled professionals from every corner of the world.
Dubai and Abu Dhabi Lead on Ease of Entry for Global Talent
The Kearney report introduced a dedicated "ease of entry" metric under its Human Capital dimension, measuring how accessible cities are to foreign workers. Dubai and Abu Dhabi claimed the top spot globally out of 156 cities assessed — a result tied directly to the UAE's recent overhaul of its immigration framework.
The government has simplified eligibility criteria for the 10-year Golden Visa, granting long-term residency to investors, entrepreneurs, and exceptional talent. The Green Visa offers five-year residency to skilled professionals without requiring an employer sponsor. The Blue Visa, targeting environmental specialists, further broadens the UAE's appeal to niche high-value talent pools. Together, these programmes have transformed Dubai and Abu Dhabi into among the most accessible major cities in the world for international workers.
Dubai's Broader Rankings in the 2024 Kearney Index
Beyond talent attraction, Dubai delivered a strong all-round performance across Kearney's Global Cities Index:
- 24th overall out of 156 cities globally - 1st in the MENA region for global connection and engagement - 15th for business environment - 17th for cultural experience - 37th for people factors
This marks the fourth consecutive year Dubai has ranked within the global top 25 cities — cementing its reputation as one of the world's most globally connected metropolises.
