Dubai has secured its place as the third most startup-friendly city in the world in the Startup Friendly Cities Index 2026, published by global mobility and entrepreneurship platform Multipolitan. The emirate ranked behind only San Francisco and Zurich, surpassing major innovation hubs including London, Paris, and New York — and standing as the sole MENA city on the list.
How Dubai Earned Its Place
The index assessed 28 cities across five key dimensions: startup activity, digital connectivity, young talent, quality of life, and business agility. Dubai scored particularly strongly on ease of incorporation, competitive tax structures, and cosmopolitan living, making it one of the most attractive destinations globally for founders seeking to build and scale companies.
One of Dubai's standout advantages is speed. Founders can often establish a business in around one week, reflecting the city's regulatory efficiency and low-friction operating environment. This rapid setup process, combined with zero corporate income tax on most businesses, gives Dubai a decisive edge over slower, more bureaucratic rivals.
Quality of Life Sets Dubai Apart
Beyond business ease, Dubai excelled in talent retention and quality of life. The city outperformed San Francisco, Tokyo, London, and New York across measures of education, safety, healthcare, and purchasing power — factors that increasingly determine where globally mobile entrepreneurs choose to base themselves.
DIFC, ADGM, and the Governance Advantage
Dubai's digital governance, residency programmes, and financial free zones — particularly DIFC (Dubai International Financial Centre) and ADGM (Abu Dhabi Global Market) — are reshaping the landscape of modern entrepreneurship in the region. These structures reduce regulatory friction and provide internationally recognised legal frameworks that give founders confidence when setting up and funding companies.
Multipolitan notes that Dubai still has room to grow in terms of unicorn numbers and venture capital depth compared to more mature ecosystems. But the trajectory is clear: the city is rapidly closing that gap.
