Dubai has launched the Dubai Loop, an ambitious underground transit system built in partnership with Elon Musk's The Boring Company, following a landmark deal announced at the World Governments Summit 2025. UAE Minister of AI and Digital Economy Omar Sultan Al Olama revealed the project during a live video call with Musk, marking a significant step in Dubai's smart-city ambitions.
A Revolutionary Underground Transit Network
The Dubai Loop will construct a network of underground tunnels across the city's most densely populated areas, offering residents fast, congestion-free movement below the surface. Musk described the experience as travelling through "a wormhole" — boarding at one point in the city and emerging instantly at another.
The full network is planned to span 17 km with 11 stations, with a design capacity of more than 20,000 passengers per hour. The state news agency WAM confirmed the initiative strengthens Dubai's urban mobility framework for sustainability while improving overall transport efficiency.
The system is positioned as a superior alternative to surface transport: fully shielded from Dubai's extreme heat, silent in operation, and faster than flying cars for intra-city travel.
Elon Musk on Global Innovation and AI
Beyond the Dubai Loop announcement, Musk addressed wider topics during the summit. He argued the US could generate $1 trillion in savings by streamlining federal agencies and modernising government technology systems.
Musk also highlighted Grok 3, his new AI model, claiming it "surpasses all current models in reason and performance" and that it would reach the market within two weeks of the announcement.
Dubai's Growing Role in Future Transport
The Dubai Loop deal between Dubai's Roads and Transport Authority (RTA) and The Boring Company was formalised on the sidelines of the summit, covering tunnel excavation and construction. The partnership builds on The Boring Company's existing projects in Las Vegas and California.
Omar Sultan Al Olama stated that motorists could begin using the Dubai Loop as early as 2026, underscoring the emirate's drive to deliver next-generation infrastructure at pace.
The Dubai Loop marks a new era in urban transportation and reinforces Dubai's position as a global leader in smart-city innovation — combining sustainable infrastructure with cutting-edge technology to reshape how millions of people move across the UAE.
