Abu Dhabi's Department of Economic Development (ADDED) has launched a regulation requiring social media influencers and licensed businesses to obtain an Abu Dhabi influencer advertising license before offering or conducting advertising services on electronic platforms. Enforcement began on 1 July 2019, the start of the first quarter of the emirate's financial year, with penalties running from the same date.
What the ADDED Regulation Requires
ADDED has made clear that any individual or business entity wishing to provide advertising services through websites, apps, or social media platforms must hold a valid licence. This applies to:
- Individual social media influencers based in or operating from Abu Dhabi - Licensed businesses in the emirate that engage influencers for promotional campaigns - Branches of companies registered outside Abu Dhabi that operate within the emirate - Government-owned commercial companies — ADDED confirmed they are not exempt
Importantly, holding a UAE Media Council permit does not remove the obligation to hold a separate ADDED licence for electronic advertising activities. Both licences are required for full compliance.
Licence Fees and How to Apply via TAMM
Applications are processed entirely through the TAMM platform, Abu Dhabi's integrated digital services portal. The licence fees are:
- AED 1,250 (approx. USD 340) for individual influencers - AED 5,000 (approx. USD 1,360) for business entities
To apply, influencers and businesses access ADDED Services on TAMM, submit the licence request, and select the relevant advertising activities on electronic platforms. Foreign nationals who reside outside the UAE may also apply if they hold a valid Emirates ID or UAE Unified Number.
Fines and Penalties for Non-Compliance
Violations of the Abu Dhabi influencer advertising licence regulation carry significant financial consequences:
- Unlicensed influencers face fines of up to AED 10,000 (approx. USD 2,700) - Businesses that hire unlicensed influencers face fines ranging from AED 3,000 (approx. USD 817) to AED 10,000 (approx. USD 2,720) - Persistent non-compliance can result in business closure
ADDED has urged all economic establishments and social media content creators to review their licence status and comply before running any paid advertising campaigns.
Current Licence Numbers and Expected Growth
At the time of the regulation's launch, 543 licences for advertising services across electronic media and social media applications had already been issued in Abu Dhabi. ADDED anticipated that the new mandatory framework would cause this number to rise significantly as influencers and agencies moved to regularise their status.

The regulation is designed to bring order to the influencer marketing ecosystem in Abu Dhabi, ensuring that advertising activities on social platforms are conducted through properly licensed entities. By holding both influencers and the brands that hire them accountable, ADDED aims to protect consumers and maintain commercial integrity across the emirate's digital economy.
