Dubai has unveiled the Middle East's first commercial drone delivery system, marking a milestone in the emirate's push toward smart-city infrastructure. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, launched the service on December 17, 2024 at Dubai Silicon Oasis (DSO) — personally placing the first order from the Rochester Institute of Technology-Dubai (RIT-Dubai).
How Dubai's Drone Delivery System Works
The service is operated by Keeta Drone, a subsidiary of Chinese technology and retail giant Meituan, which received the first commercial drone delivery licence from the Dubai Civil Aviation Authority (DCAA). Six drones currently operate across four established routes, delivering food and medicine to key destinations including Dubai Digital Park and RIT-Dubai.
The drones fly at a ceiling of 100 metres with a range of 3 km and a top speed of 22 metres per second — enabling fast, low-altitude deliveries across the Silicon Oasis zone.
Expanding Coverage to 33% of Dubai
Sheikh Hamdan directed teams to expand drone delivery coverage to 33% of the Dubai geographical area, with the target year set for 2030. The scale of the rollout reflects the ambition behind the initiative: not a pilot programme, but the foundation of a citywide logistics network.
The launch is the result of a joint project between the Dubai Civil Aviation Authority, Dubai Integrated Economic Zones Authority (DIEZ), and the Dubai Future Foundation (DFF). The collaboration between government entities and private-sector partners is central to the phased expansion plan.
Aligned with Dubai Economic Agenda D33
This drone delivery initiative directly supports the Dubai Economic Agenda D33, which aims to position Dubai among the world's top three most preferred urban economies by 2033. The adoption of advanced drone logistics is one of many smart-mobility solutions the city is deploying to modernise transport, reduce congestion, and improve quality of life for residents and businesses.
Dubai's move cements its status as the regional leader in future mobility — offering a replicable model for other cities seeking to scale drone logistics responsibly and commercially.
