Dubai has moved a step closer to cementing its status on the global stage, with Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, approving a $2.7 billion Expo City Dubai masterplan. The ambitious initiative repurposes the 2020 World Expo site, granting it the status of an innovation-driven Green City and Living Lab.
What the Expo City Dubai Masterplan Covers
Spanning 3.5 square kilometres, Expo City is designed to accommodate more than 35,000 residents and approximately 40,000 professionals, positioning it as a global destination for businesses, investors, and tourists alike. Sheikh Mohammed described the plan as one that "establishes Expo City Dubai as a hub for pioneers, entrepreneurs and investors, a magnet for innovators."
The development is organised across five distinct districts:
- Expo Hills — a low-density residential community - Expo Fields — a healthy-living model featuring a school and sports facilities - Expo Business — a campus environment for sustainable enterprises - Expo Downtown — an urban-dense hub anchored by the Dubai Exhibition Centre, featuring the Terra Tower - Expo Forest — social, educational, and recreational spaces
Strategic Alignment with Dubai 2040 and D33
The Expo City Dubai masterplan plays a central role in the Dubai 2040 Urban Master Plan, in which Expo City is named as one of five key urban centres. It also directly supports the Dubai Economic Agenda D33, which aims to double the size of the emirate's economy by 2033.
The city's location is strategically advantageous, sitting adjacent to Al Maktoum International Airport, Jebel Ali Port, and the Dubai Exhibition Centre — three of Dubai's most significant economic engines.
Dubai Exhibition Centre: Tripling MICE Impact by 2033
The centrepiece of the masterplan is a major expansion of the Dubai Exhibition Centre (DEC). This $2.7 billion facility is projected to increase the economic impact of the MICE sector — Meetings, Incentives, Conferences, and Exhibitions — by a factor of three by 2033, making DEC a powerhouse for international business connectivity.
DP World and Major Corporate Anchors
Adding further weight to the development, DP World — one of the UAE's flagship global trade organisations — is relocating its global headquarters to Expo City. The Emirates Group's Ebdaa aviation innovation hub is also included in the masterplan, reinforcing the city's focus on forward-looking industries.
Sustainability at the Core
The masterplan sets a Net Zero target by 2050, with biodiversity and wellness performance indicators embedded into the development framework. The phased delivery model allows the city to adapt to future needs, ensuring long-term resilience and relevance.
Together, these elements make the Expo City Dubai masterplan one of the most comprehensive urban development projects in the region — one that builds directly on the global momentum generated by the 2020 World Expo.
