Students pursuing higher education in the UAE face a critical compliance decision: verify their institution's UAE degree recognition status before enrolling — or risk holding a qualification the Ministry of Higher Education and Scientific Research (MOHESR) will not accept.
What MOHESR's Guidelines Say
The Ministry has clarified that vocational certificates and specialised training programmes outside formal academic curricula will not be recognised. This includes:
- Certificates from short courses and brief training programmes - Degrees from international student-only programmes - Any qualification not tied to a recognised, extended academic study programme
Conditional verification is available for certain distance learning and e-learning formats, but only where the programme meets specific ministry criteria.
Experts Urge Students to Act Before Enrolling
Education consultants stress that the time to check accreditation is before the first class — not at graduation. Varun Jain, CEO of UniHawk, advises students to take the following steps:
- Check the MOHESR website regularly for updated accreditation listings - Confirm that the foreign institution is approved by the UAE Ministry of Education before enrolling - Use only Dataflow or QuadraBay for degree verification — these are the two agencies officially authorised by MOHESR - Consider blended learning models that combine online instruction with in-person classroom attendance, as this format is more likely to meet ministry recognition requirements
Jain also cautions that while online learning offers flexibility and lower costs, students should weigh those benefits against the loss of networking opportunities, global exposure, and practical skills that traditional on-campus study provides.
Vocational Certificates Remain Unrecognised
MOHESR has confirmed that the qualification recognition committee will not consider recognition requests for vocational certificates that do not include structured academic study, nor for certificates granted solely from training courses. The ministry recognises only degrees linked to extended academic programmes through the affiliation system.
Regulatory Bodies Must Share Information
Rema Menon Vellat and other education experts argue that schools, along with regulatory bodies including KHDA and ADEK, have a responsibility to proactively distribute information about which programmes are recognised. Insufficient awareness leads students to unknowingly enrol in courses their future employers or the government will not accept.
Some UAE Universities Receive Fresh CAA Accreditation
On a positive note, several UAE educational institutions have recently received renewed accreditation from the Commission for Academic Accreditation (CAA) for their undergraduate programmes. Dr Sameera Al Mulla, who leads CAA, emphasised that sustained academic excellence is essential to the UAE's knowledge economy and its goal of producing graduates ready for professional careers.
Students whose institutions hold current CAA accreditation can be confident their qualifications will be recognised within the UAE market.
How to Verify Your Degree Recognition Status
1. Visit the official MOHESR portal and search for your institution by name 2. If the institution is foreign, initiate a verification request through Dataflow or QuadraBay 3. Check whether your programme type (online, blended, on-campus) meets ministry conditions 4. Contact KHDA or ADEK if you are studying at a school in Dubai or Abu Dhabi respectively
