Effective September 1, 2024, anyone with unpaid traffic fines will be barred from leaving Qatar until all outstanding amounts are fully settled — a move the country's Ministry of Interior says is designed to improve road safety compliance and ensure traffic penalties are taken seriously.
Qatar Travel Ban for Unpaid Traffic Fines: What the Rules Say
Qatar's Ministry of Interior announced the new regulations on May 22, 2024. Under the rules, individuals with traffic violations will not be permitted to exit Qatar through any border — land, air, or sea — until all fines and dues are paid in full.

- Metrash2 app — the Ministry of Interior's official mobile application - The Ministry of Interior website - Any traffic department office - Unified service centres across Qatar
50% Discount on Traffic Fines: A Limited Window
To ease the transition, Qatar's Ministry of Interior announced a 50% reduction on the value of outstanding traffic violations. The discount applies to violations recorded within the last three years and is available from June 1, 2024 to August 31, 2024. Residents, citizens, visitors, and GCC nationals are all eligible.
Anyone with outstanding fines is strongly advised to clear them during this discount window before the September 1 travel ban takes full effect.
Vehicle Exit Permits Now Required
From May 22, 2024, all motor vehicles must obtain a vehicle exit permit from the General Directorate of Traffic before leaving Qatar. The permit requires that the vehicle have no outstanding traffic violations, and the driver must specify the final destination.
Certain vehicles are exempt from the exit permit requirement:
- Vehicles heading to GCC countries, provided they have no recorded traffic violations and the driver is either the owner or has the owner's consent - Goods transport vehicles with no traffic violation records
New Lane Rules for Commercial Vehicles
Additional road traffic measures took effect on May 22, 2024. Buses, taxis, and limousines are now prohibited from using the left lane on multi-lane roads. Delivery motorcycles must use the right lane at all times. Failure to comply will result in legal consequences under Qatar's updated traffic regulations.
