Dubai: The General Directorate of Residency and Foreigners Affairs (GDRFA) Dubai issued 158,000 golden visas in 2023 — nearly double the 79,617 granted in 2022 and well above the 47,150 issued in 2021, marking a record high for the UAE's flagship long-term residency programme.
Dubai Golden Visa Numbers Set a Record in 2023
The sharp year-on-year climb reflects growing global interest in the UAE as a hub for business, real estate investment, and long-term residence. Golden visas carry a validity of up to 10 years and are available across multiple eligibility categories, including outstanding students, property investors, entrepreneurs, scientists, and humanitarian pioneers.
Lieutenant General Mohammed Ahmed Al Marri, Director-General of GDRFA Dubai, highlighted the milestone and outlined the Department's plans to deploy artificial intelligence to improve passenger services and forecast traveller volumes at Dubai's airports.
GDRFA Processed Over 19 Million Transactions in 2023
Beyond golden visa issuances, Lt Gen Al Marri reported that GDRFA Dubai handled more than 19 million total transactions across 2023. In the first quarter of the current year alone, the Department processed 3,518,000 transactions — a sign of continued operational scale.
Dubai's ports — spanning air, ground, and marine transport — served more than 60 million passengers over the same period, underscoring the emirate's role as one of the world's busiest international transit and destination hubs.
What the Growth Signals for UAE Residency
The steady rise in Dubai golden visa approvals — from 47,150 in 2021 to 158,000 in 2023 — reflects a deliberate policy push by UAE authorities to attract and retain high-value talent and capital. The programme's breadth, covering everyone from top-GPA university graduates to AED 2 million-plus property owners, positions Dubai as a long-term home rather than a short-stay destination.
