Influencers and content creators visiting the UAE must now secure a UAE Visitor Advertiser Permit before posting any paid promotional content while in the country. The directive, issued by the UAE Media Regulatory Office, applies even if the influencer holds valid media or influencer licenses in their home country and is only in the UAE temporarily.
The regulation is aimed at protecting consumers, streamlining advertising practices, and ensuring compliance with UAE commercial laws under Cabinet Resolution No. 42 of 2025.
Who Needs the UAE Visitor Advertiser Permit
Any non-resident influencer, vlogger, or content creator who plans to do any of the following while in the UAE requires the permit:
- Post paid promotions on social media - Collaborate with UAE-based businesses - Film or distribute commercial campaigns within UAE territory
The permit is valid for three months and can be renewed once. It must be processed through a licensed advertising agency operating in the UAE.
Non-commercial personal posts remain fully exempt from licensing requirements, regardless of the poster's residency status.
Licensing Rules for UAE Residents
For UAE residents, the existing licensing framework remains unchanged:
- Promoting your own business: A valid trade license is sufficient. - Promoting other brands: Both an E-Media License and a trade license are required, issued by the Department of Economic Development (DED) or a recognized free zone.
Summary of Licensing Requirements

| UAE resident promoting other brands | Required | Required | Not needed |
| Visiting influencer posting paid content | Not accepted | Not accepted | Required |

What Influencers and Brands Should Do
Both influencers and the UAE-based brands that work with them are strongly advised to seek legal consultation before entering into any digital marketing arrangement. The updated rules reinforce the UAE's standing as a regulated, transparent media environment — and compliance is not optional.
Stay creative — but stay compliant in the UAE.
