Abu Dhabi and Dubai have activated a unified electronic parking permit system for People of Determination, allowing individuals with disabilities to park in designated spaces across both emirates without the need for paper-based permits. The announcement was made on September 1, 2024, marking a significant step in the UAE's digital government services agenda.
How the Unified Parking Permit System Works
The initiative, spearheaded by the Ministry of Community Development in conjunction with the Zayed Higher Organization for People of Determination, creates a single shared database for parking permits across Abu Dhabi and Dubai. People of Determination can now move between the two emirates and use designated parking slots without carrying or displaying physical permit documents.
The system links key entities including Abu Dhabi Police, Dubai Police, the Roads and Transport Authority (RTA), the Integrated Transport Center, the Telecommunications and Digital Government Regulatory Authority, the Government Empowerment Department – Abu Dhabi, and Parkin, the technology platform provider.
Who Is Eligible
The unified electronic linkage is open to all People of Determination regardless of whether their identification is paper-based or electronic. Eligibility covers:
- Holders of valid parking permits issued by Abu Dhabi or Dubai - People of Determination from other emirates who hold valid permits from their respective local authorities
This broad eligibility ensures that residents across the UAE can benefit when travelling to either Abu Dhabi or Dubai.

The removal of paper permit requirements directly improves the daily experience of People of Determination. As Abdullah Al Humaidan of the Zayed Higher Organization noted, "activation of the electronic linkage between Abu Dhabi and Dubai is an important step towards providing better services." Eng. Mohamed Al Ali, CEO of Parkin, added that the aim is "to elevate the experience of People of Determination in accessing and utilizing parking facilities."
This integration reflects the UAE's broader commitment to empowering people with disabilities and ensuring they can visit public facilities and destinations of their choice with greater ease and independence.
