Dubai Reef is one of the UAE's most ambitious marine sustainability initiatives, designed to support habitat restoration and strengthen marine biodiversity across Dubai's coastal waters. Launched in 2023 under the directives of Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the project is led by the Dubai Department of Economy and Tourism and backed by a wide network of strategic partners. The plan: deploy more than 20,000 reef modules across 600 square kilometres of the emirate's waters.
What Dubai Reef Actually Is
Dubai Reef is a large-scale artificial reef initiative focused on marine restoration and biodiversity enhancement. Launched in 2023, it brings together key entities including the Dubai Environmental and Climate Change Authority (DECCA), Dubai Chambers, Ports Customs and Free Zone Corporation, DP World, Emirates, Nakheel, FIVE Holdings, and Zaya.
The initiative creates new underwater habitats that support marine life and strengthen the overall ecosystem in Dubai's coastal environment. Specially designed reef modules provide structure and shelter for marine species to thrive — with designs ranging from Fish Cubes and Arab Marine Pyramids to Ocean Castles, each tailored to different depths and species needs.
Dubai Reef Is Already Showing Early Results
Here is what is happening underwater right now. Since the project's launch, fish biomass has increased eightfold compared to baseline levels recorded in 2021. Marine biodiversity has risen by 10 per cent, with groupers, snappers, and barracuda now being recorded around the man-made structures.
So far, 39 per cent of the planned reef structures have been fabricated, with approximately 3,600 already deployed in Dubai's waters. A further 20,000 modules are set to be rolled out by the end of 2027 as the project continues to expand.
