Dubai just put the entire world’s ocean conservation efforts on notice. The Dubai Reef project, one of the largest artificial reef initiatives ever attempted on the planet, is already showing results, and it has barely hit its stride.

Launched in 2024 as part of the “Dubai Can” sustainability initiative, Dubai Reef is a purpose-built reef development with a plan to deploy over 20,000 reef modules across 600 square kilometres of the emirate’s coastal waters. What Dubai Reef Actually Is

The project was launched in 2023 under the directives of Crown Prince of Dubai Hamdan bin Mohammed, led by the Dubai Department of Economy and Tourism, in cooperation with Dubai Chambers, the Ports, Customs and Free Zone Corporation, and Nakheel Real Estate Developer.

The seabed around Dubai is composed largely of soft sediment, which offers little natural shelter or food for marine life. The project’s aim, according to Omar Al Nuaimi, director of Dubai Reef at the Department of Economy and Tourism, is not to replace nature but to give it a foundation.

There are six module designs, each tailored to mimic natural reef structures, ranging from the 1.7-metre “reef shade” to the “ocean castle,” standing six metres tall and eight metres wide for use in deeper waters. Each unit is made of low-carbon concrete reinforced with steel. Not a single sunken ship or dumped debris in sight.

The Numbers Are Already Wild

Here is what is happening underwater right now.

Since the project’s launch, fish biomass has increased eightfold compared to baseline levels recorded in 2021. Marine biodiversity has risen by 10 per cent, with groupers, snappers, and barracuda now thriving around the man-made structures.

So far, 39 per cent of the planned concrete structures have been completed, with 3,600 already deployed in Dubai’s waters. A further 20,000 will be rolled out by the end of 2027.

The longer-term targets are just as aggressive. The project plans to house one billion corals and 100 million mangrove trees, capture over seven million tons of carbon annually, and generate over 30,000 green jobs.

Eco-Tourism, Research, and a Floating Marine Institute

This is not only a conservation story. It is also a tourism play, and a premium one at that.

The plan includes residential, hospitality, retail, educational, and research facilities powered entirely by renewable energy, forming a sustainable floating community for marine research, regeneration, and eco-tourism. At its heart, the Marine Institute serves as a hub for marine biologists, scientists, and researchers.

Visitors can enjoy snorkelling, diving, and other water sports while exploring the artificial reef. They can also participate in coral planting and other restoration activities. The floating eco-lodges run on 100% renewable energy, so the experience stays guilt-free.

Why This Actually Matters

Over the last 30 years, the world has lost 50% of its corals. Dubai Reef is a direct response to that stat.

“The sea has always been at the heart of Dubai’s identity,” Al Nuaimi said. “This project is about protecting it, ensuring that in 50 or 100 years’ time, there is still a thriving marine ecosystem here.”

Few cities in the world are putting this level of ambition, funding, and coordination into ocean restoration. Dubai is doing it at a scale that has no real precedent, and the fish are already showing up for it.
