Abu Dhabi ranked first among 300 global cities, earning a safety score of 97.73 out of 100. The city placed ahead of Taipei at 97.5 and Doha at 97.35. CEOWORLD Magazine attributed Abu Dhabi's position to "strong law enforcement, advanced AI-powered surveillance, and community policing programs" covering residential, commercial, and public areas. Initiatives such as Civil Defence Safety Patrols were also cited as part of the city's public safety structure.
The ranking highlights how the capital continues to maintain public order while supporting everyday activity for residents, visitors, and businesses. Abu Dhabi's consistent presence at the top of global safety lists has turned the city into a reference point for modern urban security.

The strong showing from multiple emirates placed the UAE among the most secure destinations globally for daily living, travel, and long-term residence.
How the Rankings Were Determined
CEOWORLD Magazine assessed cities using crime statistics, law enforcement performance, emergency response capability, and infrastructure security. The 2025 index reviewed 300 cities worldwide, with each city evaluated using the same criteria.
The list featured cities from the Middle East, Europe, Asia, and North America. Alongside UAE cities, the top 20 included The Hague, Bern, Munich, Zurich, Hong Kong, Quebec City, Muscat, and Taipei. Each city included in the ranking demonstrated strong public safety practices and stable urban conditions.
Why Safety Rankings Matter in 2025
Cities with high safety rankings continue to attract residents, expatriates, tourists, and property investors. In the UAE, strong safety performance supports residential demand and reinforces confidence in real estate markets. Families, professionals, and visitors benefit from environments where daily movement, public spaces, and community life remain secure.
Abu Dhabi's position at the top of the 2025 safest cities list, alongside Dubai's continued presence in the global top tier, confirms the UAE's role as a global reference for urban safety. With multiple emirates leading the rankings, the country continues to set expectations for modern city security worldwide.
