Dubai Future Foundation (DFF) has unveiled two new regulatory sandboxes — the Gig Economy Sandbox and the PropTech Sandbox — under the Sandbox Dubai platform, as part of a broader push to modernise regulation and accelerate innovation across key economic sectors.
The announcement was made in support of the Dubai Economic Agenda (D33), which aims to double the size of Dubai's economy over the next ten years and secure its position among the top three future economies in the world.
Gig Economy Sandbox: Building Flexible Work Regulations
The Gig Economy Sandbox is designed to publicly experiment with flexible work models for Dubai's workforce. By testing new employment frameworks in a controlled regulatory environment, the initiative aims to build rules that match the future nature of work in the city — preparing Dubai for an evolving global labour market.
The sandbox targets sectors that commonly rely on seasonal or flexible workers, including retail, hospitality, tourism, aviation, education, transport, and logistics.
PropTech Sandbox: Modernising Real Estate Through Technology
The PropTech Sandbox focuses on accelerating the adoption of advanced technologies in Dubai's real estate sector. The goal is to improve efficiency, sustainability, and accessibility — while also reducing environmental impact — by enabling new PropTech innovations to operate under an adaptive regulatory framework.
Both sandboxes reflect Sandbox Dubai's broader model: a centralised platform that brings together public and private stakeholders to collaboratively shape regulations and fast-track regulatory modernisation.
Sheikh Hamdan and DFF CEO Back the Initiative
His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, has endorsed these initiatives, reinforcing their alignment with Dubai's ambition to become one of the world's leading future economies.
H.E. Khalfan Juma Belhoul, CEO of Dubai Future Foundation, emphasised that Sandbox Dubai plays a vital role in defining the future of the emirate's economy by bridging the public and private sectors. He stated that the initiative will accelerate the adoption of advanced technologies and progressive business strategies, establishing Dubai as a global leader in future-oriented economic policy.

The launch of the Gig Economy and PropTech sandboxes reinforces Dubai's strategy of using regulatory innovation to lead in emerging economic sectors.
