Dubai Municipality has unveiled the Talent 71 programme at the 2024 Ru'ya UAE Careers, a flagship Emiratisation initiative designed to build the competency of Emirati graduates and place them in dynamic roles across the municipality's core operations.
What Is the Talent 71 Programme?
Launched at the annual Ru'ya UAE Careers event in September 2024, Talent 71 targets university-educated Emirati nationals and equips them with the advanced, practical skills needed to thrive within Dubai Municipality. The programme is structured around five specialised training streams:
- Engineering - Public Utilities - Digital and Artificial Intelligence - Health and Safety - Waste Management and Sanitation
Each stream is aligned with fast-growing sectors central to the emirate's infrastructure, environmental management, and public service delivery.
A Strategic Commitment to Emirati Youth
Wesam Lootah, CEO of Corporate Support Services at Dubai Municipality, said the programme reflects the organisation's core priorities. "The Talent 71 programme reflects the Municipality's commitment to developing national capabilities and empowering Emirati youth to acquire the skills and knowledge necessary to address the challenges and requirements of the future," Lootah stated.
He added that attracting and developing Emirati talent is a strategic pillar focused on identifying specialised, university-educated individuals and qualifying them to the highest standards of excellence and efficiency.

Beyond classroom training, Talent 71 gives participants direct exposure to major projects and government schemes managed by Dubai Municipality. A particular emphasis is placed on emerging technological fields such as digitisation and artificial intelligence — areas increasingly critical to the modernisation of public services.
The programme is designed to strengthen both individual capabilities and the municipality's overall operational efficiency, with the ultimate goal of improving the quality of services delivered to Dubai's residents and visitors.
